The "Alarm Manager" page now defines an organization's alert rules. Rules use the metrics its "Data Export" tab offers.

• An "Alarm Manager" rule's window starts and ends at an offset from sunrise and sunset.
• An "Alarm Manager" receiver can hand a turbine outage to the direct marketer's outage interface.
• An "Alarm Manager" rule on a revenue metric notifies only members with accounting access.
• The assistant can write and check an alert rule inside the rule editor.
