A "Reports" page now spans the whole organization

An organization's "Reports" page now has its own entry in the sidebar. Templates can span several plants.

• A report from the organization's "Reports" page can be downloaded as a document file.
• Template chapters on the organization's "Reports" page are generated only for plants that have the figures.
• An earlier template or chapter version can be restored from the version history on the organization's "Reports" page.
• The report editor on the organization's "Reports" page sets the font, sizes, accent colour, margins, border, header and footer.
• The organization's "Reports" page now appears for a normal organization owner.
