Phoenix Contact AXL controllers can now be added as data loggers

A Phoenix Contact AXL controller can now be added as a data logger, reading every combiner box and string, the grid meter with its lifetime feed-in reading, and the irradiation and temperature sensors every 60 seconds. Plants receive this with their next agent update.
